	This series comprises State Services Commission (SSC) files of policies governing overseas staff.  These records are not a duplicate set held by the Ministry of Foreign Affairs and Trade (MFAT), but rather the original SSC working files which came to the Ministry when the overseas foreign service was unified under central MFAT control in 1988.

	Background

	In 1978 the report of the Review Committee on Foreign Service Administration, chaired by Sir Clifford Plimmer and known as the Plimmer Committee, made recommendations for a unified foreign service.  Subsequently, steps were taken by overseas service operating departments towards closer coordination.  Formal unification followed the introduction of the State Sector Act 1988.  Under this, MFAT assumed control of overseas conditions of service from OSAC (the Overseas Staff and Accommodation Board, an office of the State Services Commission), and files relating to overseas conditions of service were transferred from SSC to MFAT.  In addition, overseas posts administered by the former Department of Trade and Industry were brought under MFAT control, becoming consulates under the jurisdiction of an accredited Embassy or High Commission.

	BASIS OF RESTRICTIONS

	Restrictions apply to some files within this series for reasons of national security and economic stability, international relations and individual privacy, under sections 6(a), (b)(i), (b)(ii), (d)(vi), and 9(2)(a), (2)(d), (2)(i) and (k) of the Official Information Act 1982.

	

	VETTING OF FILES

	The Ministry of Foreign Affairs and Trade is vetting all files in this series. This involves inspection of each file to determine the appropriateness of the security classification and restriction for the file. Once vetting has occurred, changes to the restriction for individual files may be made. This process is ongoing.

	ACCESS RESTRICTIONS

	- Files marked as open access have been checked by the Ministry of Foreign Affairs and Trade vetting team and are now open to researchers.

	

	- Files marked as either ‘restricted’ or ‘may be restricted’, with or without a date (year) of restriction expiry, are not available for viewing at this time. Access requests for these files should be directed to the Ministry of Foreign Affairs and Trade.

	

	Note: The release of ‘restricted’ or ‘may be restricted’ files is formally confirmed through the Ministry’s annual file release programme. All such files should therefore be regarded as restricted until such time as their status is updated to ‘open’ on Archway.
