The series dates are based on the date of Royal Assent of the Miner's Phthisis Act 1915 (11 October 1915), and the date of Royal Assent of the Social Security Amendment Act (No.3) 1993, 30 June 1993.
The items in this series were previously described in Record Group series NS5 (series 18890) and SS5 (series 16139).
The transfer of Miners Benefit files in accession W1765 appears to be a sample of such records. As of May 2023, client case management records have a disposal action of destroy. See Ministry of Social Development disposal authority DA694 for further details.

This series contains the personal files of individuals who received miners' benefits, such as retired miners, disabled and invalided miners, and widows and dependents of deceased miners.
The Miner’s Phthisis Act 1915 transferred the responsibility for supporting miners suffering occupation-related illness from the mining industry to the State. A Miners Pension was provided to miners totally incapacitated by pneumoconiosis (miners phthisis). For a married man or widower with children under 14 years the Miners Pension was £1 per week and for an unmarried man, 15s per week. The widow of a miner received a pension of 12s per week for two years (extended in 1919 to period of widowhood). A Funeral Grant of up to £20 was paid upon application within one year of death.
Eligibility to the Miners Pension was subject to the following requirements:
that the applicant was a British subject or had been a British subject for at least one year;
that the applicant had been resident in New Zealand for at least five years;
that the applicant had been employed as a miner for a period of at least two and half years prior to the date of his application;
that during the past five years the applicant had not been convicted of any offence punishable by imprisonment for two years or more and had not deserted or failed to provide for his wife and children; and 
that the applicant was of good moral character and sober habits.
There was no income or property test.1
The Pensions Act 1926 superseded the Miner's Phthisis Act and provided for a Miner's Pension (married or widower with children), Miner's Pension (single), Miner's Funeral Grant, and Miner's Widows Pensions.
Under the Social Security Act 1938, the Miners Benefit replaced the Miners Pension. It was payable without an income test to miners (or a miner’s widow, where the husband had been receiving the Miners Benefit at the time of his death), with not less than 2½ years mining service and 5 years residence in New Zealand who had contacted miner’s phthisis or any other occupational or heart disease while engaged in mining. The Miners Benefit could not be paid while workers compensation was being received for the same disease. The Miners Benefit could continue to be paid while the person was overseas, for a period not exceeding two years in the aggregate.2
Social security legislation was consolidated into the Social Security Act 1964, which commenced on 1 April 1965. The Act continued Miners Benefits and Miners Widows Benefits.
Miners benefits were abolished on 30 June 1993 under section 5 of the Social Security Amendment (No.3) 1993.
