	The Minute Books recorded the minutes of the quarterly and annual meetings of the Palmerston North Licensing District Committee. The Committe Chairman was usually the Magistrate of the Palmerston North Court.

	The Licensing Committee decided on applications for licenses to sell liquor and the provision of accommodation in the Otaki area. Other matters considered were cancellations, renewals and transfers of licenses. Booth Licenses, which were liquor licenses for particular events, were also issued.

	Decisions on complaints against licensees or objections to renewal of licenses were also recorded in the Minute Books. The Committee used reports from health inspectors and Police reports on licensed premises and licensees in their decision making.

	The second volume in this series R22360865 also includes the minutes of the Taonui Licensing Committee from 1891 to 1893.
