	This series consists of records of the Commission of Inquiry into Provision of Computer System Known as the Integrated National Crime Information System (INCIS) and it successor, the Ministerial Inquiry into INCIS.

	It is made up of the records created by the Inquiries in the conduct of their work, and documents and various submissions presented to the Inquiries during meetings and hearings.

	Documents and submissions are arranged using a running number system of classification, from 1 to 626 (currently Archives New Zealand holds records numbered 21 to 626).

	The Commission of Inquiry was established on 4 November 1999. It publicly advertised its terms of reference and held a preliminary hearing. A number of parties and interested persons were identified at the preliminary hearing and either asked to be heard, filed a submission or asked for a watching brief. The Commission received some submissions and other papers. The Commission also obtained legal advice and some information technology advice. The Commission was discharged by Order in Council dated 31 January 2000.1

	The Ministerial Inquiry, appointed on 1 February 2000, took over the documents filed with the Commission and the work done by the Commission, and communicated with persons who had been identified by the Commission.2
