From 1929, land owned or occupied by Maori people could be brought under the scope of a development scheme by the Native Minister, with the intention of encouraging development and settlement by assisting Maori people to farm their lands. On notification, the owners were prohibited from interfering with the work of development, and no land within the scheme could be privately alienated [sold or leased]. Funds for development were provided by the Minister of Finance through the Native Land Settlement Account. This volume gives references for the Gazette notices which record the taking or release of land in the schemes. The District Land Registrar was required to register the notices, but this volume appears to have belonged to either the Crown Land office or the Native Land Survey Department of the Auckland Lands and Survey Office, and may have been used for reference rather than registration of the notices, as many of the entries appear to have been made simultaneously.


The Native Minister could work through the Native Department, or delegate to the Native Land Board or the Maori Trustee, and under amendments passed in 1930 the Minister could direct a Maori Land Board to use its funds for development. Crown lands within a Native land development scheme could also be developed by arrangement between the Minister of Lands and the Native Minister.


At times, special legislation allowed the Maori Trustee or one of the Maori Land Boards to farm specified blocks on behalf of the owners.

From 1929, land owned or occupied by Maori people could be brought under the scope of a development scheme by the Native Minister, with the intention of encouraging development and settlement by assisting Maori people to farm their lands. On notification, the owners were prohibited from interfering with the work of development, and no land within the scheme could be privately alienated [sold or leased].
