This registered filing system was created by the General Manager's Office of New Zealand Railways. The series functioned as a supplementary ''overflow'' series to the annual running number system (not yet registered in GAIMS) employed by Railways from c.1900.
By 1932 the annual running number filing system had become unwieldy: Instead of adding new file subjects to it, this multiple number subject system was created. The majority of files in this series therefore date from 1932 and following. The series holdings start date of 1895 is derived from a small number of files that were presumably removed from the annual running number system and added to this one.
It is unclear why particular subject files were registered as part of this series, rather than in the main registered filing system (see series 17422). However, the two series were in use simultaneously from the 1930s until at least the 1980s. The majority of documents appear to have been filed as part of series 17422, for which Archives New Zealand has a considerably larger volume of holdings than it does for this series.
As this series was created in the 1930s it includes files on subjects such as World War II, the Tangiwai disaster, new railway sidings and licensing. A file classification list can be viewed in 'Additional Finding Aids'
