Mining inspection was originally a function of the Mines Department, which was disestablished in 1978 and succeeded by the Ministry of Energy. The Mines Division of the Ministry of Energy was transferred to the Ministry of Commerce in 1990, where it became the Energy and Resources Division. Responsibility for Mines Inspection transferred to the Occupational Safety and Health Service on 1 July 1998.
All files in this series prefixed with ERD 5/ - , which was actually part of Series 7459. ERD stands for Energy Resource Division within Ministry of Commerce. Each group in the ERD had its own sequence of records. The Mining Inspection Group's sequence was the ERD 5/ files. 
It was deliberately not put these records into series 7459 and keep them separately as mining inspection files are function-focused, so the information which was recorded in them remained the same regardless of the agency which administered the associated work. Responsibility for administration of the mining function was passed to a number of different government departments over time, with the related files being transferred to and maintained by the departments concerned.
