This series was the main filing system for Transit NZ and, since 2008, the NZ Transport Agency, Wanganui. 



The series has an alphanumeric numbering system. It is understood that in its early stages the file number coding was loose in format. From the transferred files, one can see that the record numbers contained 1 to 3 letters in the front of them - Transit NZ refered to this stage to as “Series One”. The system was upgraded to a unique record number format, with three letters in the front of record numbers in 1994 - Transit NZ refers to this stage as  “Series Two”. However, some file numbers in series one continued to be used in series two, for example TRT and TRW, and so the records have been treated as one series for continuity. 



These files relate to both the corporate and core operational functions of Transit. The State Highways and Local Roading files follow the same format as the MWD Highways and Roading files (series 5114), and contain similar content. The Contracts files have been separated from the State Highways and Local Roading files and cover both major and minor maintenance and/or construction works within specific regions. 



Transit Regional and District Office functions relate to operations involving the management of core New Zealand infrastructure and services through the provision and management of state highways and the associated land ownership, use and upkeep that entails. The records in offices such as the Wanganui District Office therefore have a higher than usual evidential value given their subject matter and coverage. 
Files in transfer W5653 document the unique and comprehensive regional perspective of the functions and activities of Transit New Zealand (Transit) and its predecessors who have been responsible for implementing and maintaining core records about New Zealand roading infrastructure and land use. This includes; the regional application of public policy and roading strategies, relationships with local authorities and landowners and the construction and management of roads and highways within the region, land use and ownership
