The series is comprised of three kinds of correspondence: with Ministers, with persons other than Ministers within the colony, and with persons overseas.
Letters from Ministers include comments upon subjects being discussed in Parliament and requests by Premiers for dissolution.
The internal letters are from officials, consuls, clergymen, Maori and individuals on a variety of subjects. They include letters from:
Rev. H. Williams concerning his land claims,
Commissioner W. Spain on the Wairau affray and the New Zealand Company's land claims,
reports from William Swainson on William Webster's land claims,
Donald McLean on his land purchases from Maori,
R.H. Wynyard on the disposition of Imperial forces,
Bishop Pompalier on the loyalty of the Roman Catholic Maori,
Rev. C. Volkner on hostile Maori movements in the Bay of Plenty.
Overseas letters include despatches from the War Office, and correspondence regarding the New Guinea Protectorate.
Until 1886, these letters were unnumbered and unrecorded. Letters for 1841 to 1886 have been arranged according to the date of writing and descriptive lists compiled by Archives New Zealand. These lists have not been captured into GLADIS.  After 1887 some of the letters were arranged according to date of receipt, numbered amongst the incoming correspondence and recorded in the registers of inwards correspondence in Record Group series G22 (series 16577, items G22/4-22).  Copies of outwards letters are also included after 1889, first in the form of drafts and later as carbon copies. 

Many of the letters after 1887 are unregistered. Because of the difficulty of combining letters into one sequence, some of which have been numbered and dated on receipt, and others which have no such dating, these papers were left as they were. Unnumbered papers are placed at the end of each year, in date order. Some papers (mainly drafts of outwards letters) are entered in the register but not numbered - these are filed in their registered number order.
