	PREDECESSOR SERIES Fragmentary evidence of earlier papers survive but insufficient evidence is available to document an earlier series.

	Some reclassification in the filing scheme has occurred, notably in 1965.  How extensive this reclassification was is difficult to assess.  As a general rule the primary number in the file classification has not appeared to change, only the secondary and tertiary numbers have changed. The reclassifications that have occurred have not been treated as being sufficiently extensive to constitute a new series, in view of the fact that changes in file numbers usually have not resulted any changes in title.

	The series end-date is based on the disestablishment date for Housing Corporation (c.1992).
