	The Courts Emergency Powers Regulations 1939 meant that except with the leave/permission of the Court, a person was not entitled to proceed to enforce a judgment or order (relating to default of mortgage or land rental) if the person liable was unable to meet their obligations due to circumstances attributed to the war [i.e. World War 2].
