The Executive Council consisted of elected members of Parliament - the Prime Minister, 6 cabinet ministers and 2 Maori or half caste members to represent the Native Race. It was a convention that they all had to be members of parliament but this was not legislated until 1950. There were periods during the life of the executive where Maori were not represented by a member - February - November 1876, October 1879-March 1892, August 1906-Jnauary 1909, and November 1934- January 1941.
