Separate ministerial oversight for biosecurity arose from an increase in major biosecurity incursions into the New Zealand environment which required large scale outlay of resources and cooperation between all four affected government agencies - Ministry of Agriculture and Forestry, Ministry of Health, Department of Conservation and Land Information New Zealand. The initial large outbreak was the Asian Gypsy Moth in Auckland where a government funded spraying programme took place in 1996.
