The Auditor General was an independent officer of government who reported directly to the Governor General and was supported by an operational audit service. Following the Public Service Commission of 1912 it was felt that a degree of ministerial oversight of the running of the service was required, although there would be no actual ministerial control over the decisions and findings of the auditors, or limitations on the ability of the Auditor General to make statements or reports in an independent manner.
