The first Treasurer was the Hon. Winston Peters MP (New Zealand First, Tauranga), who was sworn in on 16 December 1996. 

The Hon. Dr. Michael Cullen (Labour, List) served as the last Treasurer (and Minister of Finance) from 5 December 1999 until August 2002.

The position of Treasurer was created as part of the Coalition Agreement between the National Party and New Zealand First Party in December 1996. The Treasurer worked on finance matters in conjunction with the Minister of Finance in a senior capacity, and had oversight over the Reserve Bank of New Zealand and the Overseas Investment Commission. The Treasurer was also responsible for specific legislation relating to the The Treasury and the Reserve Bank, and was responsible for presenting the Budget to House of Representatives.

Under the Labour-led Coalition Government that came to power in General Election of December 1999, the position of Treasurer was continued until the responsibilities were merged back into the Finance portfolio in August 2002.
