Access conditions
(1.) Record lists:
Access to the record lists for the collection of Dr Don Brash is open.
(2.) Access to records:
Restrictions apply to the records. All requests to view records should be directed to Archives New Zealand in the first instance.
Records are subject to vetting and a process of consultation before they may be viewed.
Records remain restricted until marked as ‘open’ access.
(3.) Preservation requirements
In addition to the restrictions outlined above in (2.), some records are also subject to preservation requirements and are protected under section 49(1)(a) of the Public Records Act 2005.
Audio recordings are not issuable due to their technical formats. Contact Archives New Zealand for permission to access or the availability of alternative access provisions. Access is by appointment only. Note that permission to access must first be given as detailed in section (2.), outlined above.

Explanatory notes
Access to all records is restricted, except with the permission of Dr Don Brash or, following his death, with the permission of the Chief Archivist. Dr Don Brash will consult with the Chief Archivist before granting access to his records, in order to be provided with any relevant information on official documents, before making a decision.
Information on access to official/non-official documents follows. Please note that all enquiries to access Dr Don Brash's collection should be directed to the Chief Archivist in the first instance, as it is not always apparent if official documents are contained in a given record.
Note on access to official documents
The process of consultation has been established in order to meet the recommendations in the Cabinet Manual Chapter 8 and Cabinet Circular CO (05) 9. The Manual and Circular recommend that official documentation should be appropriately restricted, to ensure that conditions of access reflect the sensitivity of the information, and that these conditions of access should mirror the principles and provisions set out in the Official Information Act 1982.
Requests for access to the records are to follow the checking process for official documents as approved by Cabinet and set out in the Cabinet Manual and Cabinet Circular.
The final decision as to whether or not access will be granted to official documentation will rest with Dr Don Brash. Following his death, the final decision as to whether or not access will be granted to official documentation will rest with the Chief Archivist.
Note on access to non-official documents
The checking process does not apply to requests to access non-official documents, such as party political papers or personal correspondence. Please note, however, that all access requests should be initially directed to the Chief Archivist, who will first confirm whether or not a record contains official documents. Following this, granting of public access to non-official documents remains at the discretion of Dr Don Brash. Following the death of the depositor, records will be made available by the Chief Archivist as appropriate, depending on the nature of their contents.

Research Services will process the requests according to the access conditions applying to this collection. Any necessary vetting will be co-ordinated through the Description and Discovery Section, Archives New Zealand Head Office.
Note for Archives staff:
1. Written enquiries should be processed by Research Services, working in consultation with Description and Discovery vetting staff. Guidelines are documented on Objective file 2009/1131 (Political Collections – Procedures for Handling Research Enquiries), now migrated to Cohesion.
2. In-person researchers should be provided with request form Objective A335008, now migrated to Cohesion, to complete with details of the restricted records which they wish to access. Forms should then be treated as written enquiries (see above).
