This function describes the Government's role in the promotion of racial equality and positive race relations, and the processes for the settlement of complaints of racial discrimination, racial harassment, and the incitement of racial disharmony. The Race Relations Act 1971 implemented the International Convention on the Elimination of All Forms of Racial Discrimination (which was adopted and ratified by the General Assembly of the United Nations on 21 December 1965, and came into effect on 4 January 1969), established the framework for the investigation and settlement of complaints regarding racial discrimination, and created the post of Race Relations Conciliator. Under the Human Rights Commission Act 1977, the Race Relations Conciliator was made a Human Rights Commissioner. The Race Relations and Human Rights Commission Acts were consolidated under the Human Rights Act 1993, and under a 2001 amendment the post of Race Relations Conciliator was replaced with a Race Relations Commissioner.
