Each year, the New Zealand government selected 750 refugees for resettlement in New Zealand. Refugee Services was the primary agency helping them to settle and adjust within their new communities.

Services were concerned with refugee resettlement on three levels:

•service provision;
•public and community education;
•refugee policy and best-practice development.

Refugee Services assisted with the provision of the basic needs of refugees during their first twelve months after arrival in New Zealand, with a focus on enabling self-determination and enhancing their integration into the community.

Migrant services developed programs to provide information and support to foreign nationals who intended to settle in New Zealand. They evaluated the needs of migrants and provided advice before embarkation and upon arrival. This included liaison with community groups and across jurisdictions to ensure appropriate support was provided.

New Zealand's formal refugee resettlement was recognised to have started in 1944 with the resettlement of Polish people who arrived during the duration of World War II.
