The key functions of the Hillside Workshops were undertaking all aspects of heavy engineering relating to: 

    
overhaul and build locomotives for the South Island railways 
    
manufacture mechanical parts for departmental branches 
    
report and built steel wagons for the South Island  railways 
    
emergency repairs to cars and wagons in the Dunedin district 
    
iron-brass and steel castings for the South Island railways 
    
manufacture of new boilers 
    
repair and supply for locomotives for South Island railways 
    
repair Lake Wakatipu steamers at Queenstown 

The Hillside Railway Workshops were opened in 1874 to replace the workshops established by the Otago Provincial Government. The Otago Provincial Government let a contract Bateman and Stait for the construction of repairing shops at Hillside in 1873 because the workshops established by the Port Chalmers Dock Trust had become inadequate. The Hillside Railway Workshops were situated on Hillside Road in South Dunedin.
In 1877, After the disestablishment of the Otago Provincial Government, central government took over the responsibility for railways, with the control passing to the Public Works Department. In 1880, a separate Railways Department was established. The Hillside Workshops were managed by a Works Manager who reported directly to the Chief Mechanical Engineer at Head Office, Wellington.
From 1881, the Hillside Workshops were gradually extended and its role included shops  for blacksmithing, boilermaking, spring making, pattern making, moulding, carpentry, painting, coach building, patternmaking, etc. In 1901, the site was redeveloped with the addition of railway sidings and a  foundry, which opened in 1904.
The Workshops also included a social hall, dining hall and library (established in 1885), and a Sick and Benefit Society for staff was established. The Workshops also had an ambulance division, which later amalgamated with the St John's Ambulance Service and a fire brigade. The social hall was rebuilt in 1928.
Steam locomotive construction commenced in 1897. 
The Fay-Raven Royal Commission of 1925 to investigate New Zealand Railways reviewed the functions and efficiency of the railway workshops and recommended an extensive modernisation of the buildings and work processes. Working conditions and health of the workers was said to have been taken into account when planning the workshops. As as well as being fitted out with the best machinery, the workshops also provided leisure facilities such as the social and dining halls. 


Hillside Workshops produced munitions during World War II.
The last steam locomotive was built in 1956. The first diesel locomotive was constructed in 1962. 



In 1981, the workshops became part of the New Zealand Railways Corporation, when the Railways Department became a statutory corporation, under the New Zealand Railways Corporation Act 1981. Hillside Railway Workshops continued to function under the name New Zealand Railways Corporation, Hillside Railway Workshops.
