The New Zealand Children and Young Persons Service is part of the Department of Social Welfare. The function of the service is to work with families to protect children, manage young offenders, and ensure care and security for children in need.

The Service has a National Office in Wellington where the General Manager is supported by National Managers for Operations, Development and Training, Adoptions, Finance, Human Resources and Communications. There are Area Managers located in Northland, Auckland, South Auckland, Hamilton, Bay of Plenty/Hauraki, Rotorua, West, East, Central, Wellington Upper South, Christchurch, Southern Rural and Lower South who are responsible for branch activities in their area. The Invercargill Branch is part of the Lower South Region (1993-1995).

Each branch is serviced by one or more Care and Protection Resource Panels appointed under section 428 of the Children, Young Persons and Their Families Act 1989. The functions of the panels are to provide advice to Social Workers, Care and Protection Co-ordinators and the Police and to promote co-ordination of care and protection work. Members of the panel are appointed by the Director-General with the aim of having a range of people with varying skills in care and protection on each panel.
