The New Zealand Post Office's Engineering Branch, which consisted of the Engineer-in-Chief's Office, Regional Engineer's Offices (3) and District Engineer's Offices (14) (including the Dunedin Office), was responsible for (amongst other duties) regulating the use of the radio spectrum, and the allocation and licensing of radio frequencies. The District Offices' held the following records:

- Files of a local or general nature on technical and engineering matters.
- Rules on the Administration of Offices; accounting, stores, Post Office circulars, etc.
- Selected Engineering Instructions (provided directions, instructions and additional information to other sources, e.g., Rules, Regulations for officers engaged on Engineering Branch duties).
- Personnel instructions and lists of permanent Officers.
- Cable records.
- Technical drawings.

With the assumption of responsibility for the NZ Radio Frequency Services (NZRFS) from 1 April 1987, the 17 district (and regional) offices (including the Dunedin Office) of the NZFRS came within the Department of Trade & Industry's purview. The Department was organised into eight divisions, one of which was the Communications Division, established in 1987, whose role was to advise the Government on all communications issues. The NZFRS became a directorate within the new Communications Division.

The Department of Trade & Industry was renamed the Ministry of Commerce in 1989, with new functions, and was organised into five divisions, one of which remains the Communications Division, headed by a General Manager. The new Ministry assumed responsibility for the NZ Radio Frequency Services (NZRFS).

The role of the Communications Division became the promotion of efficiency and competiveness in the communications sector. This division is now divided into four policy groups: Telecommunications; Broadcasting and Postal Policy; Information Technology; and Radio Spectrum Policy. (In 1991 there was a Radio Frequency Service group, and in 1993 Radio Operations was its own group - see DOI, 1993-1995; p.61)

There are now 38 Regional Offices within the Ministry of Commerce, represented amongst them are those for radio frequency activities. Amongst the responsibilities of the Radio Operations Office are: to provide licences by tender for long term licences to transmit radio waves; and licensing of radio apparatus under the relevant regulations. Radio licensing is carried out by Communications Head Office in conjunction with 12 field offices (including the Dunedin Field Office). Radio spectrum licences issued pursuant to a radio frequency management right are filed with the Registrar of Radio Frequencies within the Communications Division.

In July 2012 the Ministry of Economic Development, the Department of Labour, the Department of Building and Housing, and the Ministry of Sceience and Innovation were merged into the Ministry of Business, Innovation and Employment
