The payment of social security benefits and war pensions, and counselling on social services was carried out by local offices of the Department of Social Security.
This was to change on 1 April 1972 when the Social Security Department and the Child Welfare Division were merged to form the newly created Department of Social Welfare. Social issues and concerns related to children and young people were solely administered by this new department, whose role was more sharply defined with the introduction of the Children and Young Persons Act 1974. Child welfare however, continued to remain a part of the Social Work Division of the Department of Social Welfare although specialist Childrens' Boards did exist.
In 1989 the Children, Young Persons and Their Families Act was introduced. This led to the formation of the Children, Young Persons and Their Families Unit. This was a more distinct and accountable part of the Department of Social Welfare as the unit had its own specific agenda and had its own General Manager.
A new business structure was implemented by 1 May 1992, by which the work of the DSW was formally devolved upon four separate business units, each with its own records registry in HO :

Separate agency status is accorded to those units from this point, although Children and Young Persons and Income Support Services remained within the administrative umbrella of the Department of Social Welfare until 1998.
After Income Support moved to the new Work and Income New Zealand in 1998, on 1 January 1999 the Children Young Persons and Their Families Agency (CYPFA) was established from CYPFS and the Community Funding Agency. The Department of Social Welfare was disestablished 1 October 1999 and the standalone Department of Child, Youth and Family Services was established, supported by a Ministry of Social Policy.
