In the earliest decades of settlement in New Zealand, fire fighting was in the hands of militia, police and civilian volunteers. Local Government legislation passed by Parliament in 1867 attempted to put fire fighting on a more organised basis.The Christchurch City Council and other local authorities were given the power to set up fire brigades and to appoint fire inspectors. Subsequently, the first permanently manned brigade was established in 1868 at Christchurch.
In 1906 the Fire Brigades Act was passed and this provided for fire districts and fire boards in the larger towns including Christchurch. Funding came from the Government, local authorities and fire insurance levies. The Christchurch Fire Board had responsibility for the various fire brigades stationed throughout the City.
The Fire Services Act 1949 was the first attempt to standardize fire services throughout the country. The 1949 Act established a Fire Service Council to help achieve standardization and uniformity throughout all fire services. The Government, local authorities, fire insurance underwriters, firemen and the United Fire Brigades Association were all represented on this Council. Section 18(3) gave Christchurch local authorities an opportunity to reorganise the Fire Board and in 1957 a resolution was passed confirming the establishment of the Christchurch Metropolitan Fire Board.

From the establishment of Christchurch, fire services in the area evolved from scattered regional brigades to a centralised and uniform fire fighting system.
