The Engineer-in-Chief also controlled 3 Regional Engineers Offices and 14 District Engineers Offices (Lines & Cables Construction & Maintenance, Telephone, Construction & Maintenance, Workshops, Drawing Office, Clerical, and Radio).
Under the Post Office Act 1959, the Post and Telegraph Department was renamed The Post Office with an organisational structure which included an Engineer-in-Chief who was in charge of the Engineering Branch (previously known as the Telegraph Branch - control of telegraph, telephone and radio plants and workshops), and 5 Superintending Engineers of Planning, Field, Telephone, Transmission and Radio. The Engineer-in-Chief also controlled 3 Regional Engineers Offices and 14 District Engineers Offices (Lines & Cables Construction & Maintenance, Telephone, Construction & Maintenance, Workshops, Drawing Office, Clerical, and Radio).
The Regional Engineers were responsible for implementing the policy and occupational aspects of the telecommunications network in the area under their control. This includes such services as the installation of cables and aerial lines, faxing of telephone faults, provision of private telephone lines, operation of the telegram system and telephone system and provision of other customer telecommunication services, regulating the use of the radio spectrum, and the allocation and licensing of radio frequencies.
In 1986 the State Owned Enterprises Act disestablished The Post Office and created 3 state-owned corporations: New Zealand Post Limited (responsible for telegram services); Post Office Bank Ltd; and Telecommunications Corporation of New Zealand Ltd (responsible for telephone & telegraph services, i.e. telecommunications business).
The allocation of radio frequencies was taken over by the newly formed New Zealand Radio Frequency Service of the Department of Trade and Industry.
