From 1840 to 1851 statistical "blue books" were prepared for the Colonial Office, but these were not published. They contained statistics of population of settlements, trade and agriculture. Annual counts of populations of European settlements were made from 1841, and the first general census was conducted in 1851, since when there have been regular censuses of the population (with two exceptions due to the economic depression in the 1930s and the Second World War). Early censuses were taken triennially, but from 1881 they have been held at five yearly intervals. The first count of the Maori population was made in 1857-1858.
The Department operated from 1910 (that is, from the date of the Census and Statistics Act 1910) until the end of 1955 under substantially the same legislation. Over this period of some forty-five years there had been a gradual, but nevertheless real, change of emphasis in the importance of the various classes of statistics in common with the growth and changing structure of the New Zealand economy. The quinquennial census, for example, though no less important than it had ever been, had by 1955 become only one of many important classes of statistics. When the time came in 1955 to undertake complete revision of the legislation, the change of emphasis was recognized by a change in the name of the Department from "Census and Statistics Department" to "Department of Statistics".
The Christchurch Office was opened in 1962, when the collation of trade statistics was taken over from the local Customs Department. The Appendix to the Journals of the House of Representatives for that year notes that the new office was also useful in taking on other aspects of the Department's work [1]. This process accelerated throughout the 1960s and early 1970s, as staff shortages in Wellington forced the department to recruit in the regions. This process of 'regionalisation' also meant that each centre took on responsibility for numerous Statistic Department functions, which were coordinated from the Head Office. Over a period of five years from 1976, Christchurch became home to the the Population Census Enumeration Section. This section was responsible for planning the five-yearly enumeration for the 'Census of Population and Dwellings', which included coordinating and directing a large nationwide temporary field organisation. Planning for the enumeration of population and dwelling censuses included the review and establishment of the field organisation structure and assessing the personnel requirements; and the preparation of instructions and handbooks. The 1976 census was conducted from Wellington and Christchurch, and since the 1981 census, Christchurch has had sole responsibility. The Christchurch office tended to expand greatly in terms of staff and occupied space during parts of the census cycle.
The department operated a decentralised head office with its principal office in Wellington and other offices in Auckland and Christchurch. The Christchurch office also had joint responsibility with Archives New Zealand for the safe storage of census records preserved under an agreement reached with National Archives in the 1960s. From 2000, the focus of the Christchurch office was also on the development of mechanisms to conduct censuses on-line.
