On 1 July 1993 six regional licensing offices were established as part of the Ministry of Health.
The Ministry of Health took over the job of licensing hospitals and old people's homes on 1 July 1993.
Licensing is necessary to ensure safe minimum standards are maintained. It used to be done by area health boards. In the new health system, it would be unfair if a provider such as a Crown Health Enterprise was responsible for licensing hospitals and old people's homes run by other providers.
Teams of health professionals, advisors and administrators with licensing expertise work from the five Regional Licensing Offices. There is also a pilot programme of outreach workers to cover Taranaki, Bay of Plenty, Poverty Bay, Hawke's Bay and Manawatu/Wanganui.
In addition there is a Licensing Manager based at the Ministry of Health in Wellington who has overall responsibility for the running of the five offices.
Hospital and old people's home licensing work includes:
· Assessing policies, practices and management of premises for the granting of a licence;
· Inspection visits to premises;
· Visits to premises whenever necessary if there are suspected problems;
· Keeping an up to date database; and
· Following up complaints.
In general, the emphasis is on monitoring to ensure hospitals and old people's homes meet licensing requirements.
Until the mid 1980's many of the functions were carried out by the Head Office of the Department of Health, with staff of the District Offices of the Department receiving applications, and inspecting the homes and hospitals. The responsibility for approval of licences etc. was held by an Assistant Director of the Hospitals Division, Head Office.
In the mid 198's the functions for approval of licences was delegated to Medical Officers of Health at District Offices and much of the administrative work associated with this was undertaken by staff of the District Office. The Assistant Director, Hospitals Division retained responsibility for the refusal or revocation of licences.
District Office staff were under the Public Health Bureau within the Department, Hospitals Division was within the Bureau of Clinical Services.
With the introduction of Area Health Boards in ?1989/1990 District Office staff became employees of those Boards and still retained responsibility for these functions. The refusal of licences etc. was never delegated to these staff and remained a Department responsibility.
In July 1993 as an interim (until the legislation was reviewed and changed - this is still ongoing) the licensing responsibilities and functions were transferred back to the Ministry of Health and a Licensing section was established with 5 regional offices, staff were employed for these offices.
