	Karakariki Public School, located at Karakariki, near Whatawhata (Whata Whata) opened on 5th March 1934 in an old homestead. Karakariki Settlement was established by the Waikato Land Settlement Society.

	In 1876 the Education Boards Act saw the establishment and incorporation of Education Boards through out New Zealand.

	

	Karakariki School as a result of this came under the administrative control of the Auckland Education Board and by 1953 the Hamilton Education Board. Over time the boards were responsible for the establishment, maintenance and control of state primarys, erecting and maintaining school areas and buildings, appointing teachers, paying teachers salaries, arranging school transport, establishing school districts, arranging provisions of books, materials, furniture and equipment, and disciplining teachers.

	

	For the schools part the Education Act 1908 charged the school with the following responsibilities:

	

	(1) No child above school age shall be admitted at any public school without the special leave of the Committee, unless such school is a district high school.

	

	(2) "School age" means any age between the years of five and fifteen, reckoned in each case from the last preceding birthday.

	

	(3) Every public school be conducted in accordance with the following regulations (a copy of which shall be conspicuously put up in the school), namely:

	

	a) The subjects of instruction shall be as follows:

	Reading;

	Writing;

	Arithmetic;

	English grammar and composition;

	Geography;

	History;

	Elementary science and drawing;

	Object-lessons;

	Vocal music;

	and (in the case of girls) sewing and needlework, and the principles of domestic economy.

	

	But no child shall be compelled to be present at the teaching of history whose parents or guardians object thereto.

	

	b) The school shall be kept open five days in each week for at least four hours, two of which in the forenoon and two in the afternoon shall be consecutive, and the teaching shall be entirely of a secular character.

	

	c) The school buildings may be used on days and at hours other than those used for public-school purposes, upon such terms as the Committee may from time to time prescribe.

	

	d) The class-books used in the school shall be such only as are approved by the Governor in Council.

	

	e) The school shall be open at all times to the visits of an Inspector.

	

	f) No fees shall be payable at any public school except as hereinbefore provided in the case of district high schools.

	

	(4) In public schools provision shall be made for the instruction in military drill of all boys, and whenever practicable there shall be attached to each school a playground of at least a quarter of an acre.

	

	(5) It shall be the duty of the Board in each district to cause physical drill to be taught to all boys and girls over the age of eight years attending the public schools in the district.

	

	(6)(a) It shall be lawful for the teacher of any school to expel or forbid the attendance of any child for want of cleanliness, or who may be likely to communicate and contagious disease, or who from gross misconduct or incorrigible disobedience may be considered an injurious or dangerous example to the other scholars.

	

	(b) The parent or guardian of any child so expelled, or whose attendance has been forbidden shall have a right of appeal, first to the Committee, and finally to the Board.

	

	As time progressed the responsibilities and requirements of primary schools have changed - see Education Act 1964 - curriculum, discipline etc., but basically the primary system has "remained secular, compulsory and free".
