The interim Māori Health Authority Te Mana Hauora Māori was established on 1 September 2021 pursuant to the Public Service (Health New Zealand and Māori Health Authority) Order 2021 (LI 2021/186). The Authority was a departmental agency hosted by the Ministry of Health and was responsible for undertaking detailed planning, organisational design work, and consultation in relation to the implementation of the Government's health and disability system reforms of 2020-2022, focusing on the provision of health services for Māori and planning for the establishment of a statutory independent Māori Health Authority.
The agency was headed by a Chief Executive who reported to the Minister of Health.
The Authority was abolished with the repeal of the Order by section 104 (Schedule 3 Part 1) of the Pae Ora (Healthy Futures) Act 2022 on 1 July 2022, and its activities were taken over by the independent Te Aka Whai Ora Māori Health Authority established under the Act.
