The Border Executive Board was established on 11 January 2021 pursuant to the Public Service (Border Executive Board) Order 2020 (LI 2020/307). It was an interdepartmental executive board and deemed to be a public service agency under the Public Service Act 2020. The New Zealand Customs Service was the serving department that provided administrative support to Board.

The Board was formed as part of New Zealand’s defence against COVID-19 and other risks, and was responsible for co-ordinating the management of New Zealand’s borders. It assisted the relevant departments to:

  • remove gaps in border processes;
  • ensure that future risks from people, goods, and craft arriving at the borders were addressed;
  • make strategic improvements to border systems.

The Board consisted of the Chief Executives from the following agencies:

  • Ministry of Business, Innovation and Employment;
  • Ministry of Foreign Affairs and Trade;
  • Ministry of Health;
  • Ministry for Primary Industries;
  • Ministry of Transport;
  • New Zealand Customs Service.

Each of these departments had responsibilities in the subject matter area that the Border Executive Board worked in.
