Establishment
The Social Wellbeing Agency (SWA) was established as the Social Investment Agency on 1 July 2017, inheriting the responsibilities of the Social Investment Unit of the Ministry of Social Development.1 Operating within the State Services Commission, SIA was responsible for overseeing and co-ordinating the government's social investment approach, working with government agencies and non-government organisations (NGOs).2
The Government's social investment focus was about changing the lives of the most vulnerable New Zealanders by focusing on individuals and families, understanding their needs better, and doing more of what was most likely to give the best results.
In 2015 Cabinet defined social investment as putting the needs of people who rely on public services at the centre of decisions on planning, programmes and resourcing by:
- setting clear, measurable goals for helping those people;
- using information and technology to better understand the needs of people who rely on social services and what services they receive;
- systematically measuring the effectiveness of services, so the Government knows what works well and for whom, and then feeding these learning back into the decision-making process;
- purchasing outcomes rather than specific inputs, and moving funding to the most effective services irrespective of whether they are provided by government or non-government organisations.3
On 19 March 2020 the organisation was renamed the Social Wellbeing Agency - Toi Hau Tangata, as set out under the State Sector (Social Wellbeing) Order 2020.
Functions and Responsibilities
The functions of SWA were:
- developing the architecture to assist agencies (and others) to apply social investment;
- providing advice on investment priorities for government and monitor selected investments over time;
- trialling and testing new approaches for targeted populations;
- Assessing progess and maturity of social investment and its practise across the social sector.4
Structure
The Social Wellbeing Agency was a stand-alone departmental agency hosted within the State Services Commission.
It was headed by a Chief Executive, who reported to the Minister Responsible for Social Investment.
A Social Wellbeing Board provides strategic direction and oversight of the best investments for achieving joint results across the social sector. The Board consisted of the Chief Executives of the Ministries of Education, Health, Justice, and Social Development, and an independent chair.5
