Waiotahi School was established by John Avent in the kainga of Waiotahi, approximately 10 kilometres west-south-west of Opotiki, in May 1879. The Maori people in the village had moved there from Wairoa.

John Avent was formerly a sergeant in the imperial forces and Colonial Militia, and had been a Native School teacher at Ohiwa and Te Awahou, and also ran a private school in Opotiki. He was forced to stop teaching when cataracts made him blind. After successful operations his sight was restored, and he returned to teaching, establishing a school at Waiotahi at the request of Maori people living in the area. In September 1879 Noema Te Waru on behalf of the people of Waiotahi applied to the Department of Education to have the school officially recognised and for the teacher to be paid a salary, as the local people could not afford to pay him. The Education Department agreed, as it considered there were sufficient children in the area, and the local people had shown they intended to support it.

A school building was erected by the local people, and the government paid for improvements such as a chimney and wooden flooring, and considered lending the people 50 acres of government land on which food could be grown for the children attending the school, since their parents did not have land of their own in the area. However, in 1883 most of the population moved away as the adults had taken up contracts to help clear land for European settlements more than 6 kilometres away, and took their children with them. The Education Department decided to close the school.

Maori Schools

The Native School system was established under the Native School Act 1867 to provide for the education of Maori.  The Act established a national system of village primary schools, under the control of the Native Department. Prior to this Maori were mainly educated in church missionary schools.  To establish schools it was necessary for 10 Maori living in an area to request that a school be established and they were required to provide land and half the cost of the buildings.  The requirement to provide for the costs of the building and teacher's salary was removed in 1871 but not the requirement to provide land.


In 1879 the 57 native schools were transferred to the Department of Education, which had been established in 1877, and regular visits by an Education Department Inspector began. In 1880 conditions such as curriculum hours of instruction and governance in the Native Schools were standardised by the Native School Code, and in 1894 schooling became compulsory for Maori children

The separate Maori School System administered by the Department of Education was abolished in 1969, and all remaining Maori schools were transferred to the control of the local Education Board.
