The WHAT register was created by the Arrangement & Description Section in c.1990 to control and manage such records during a major repository move. As National Archives did not create the records it was necessary to make a pseudo-agency to stand in as transferring and/or creating agency.

It was intended for WHAT registration to be a temporary solution and that the provenance of affected archives would later be researched and linked to their creating agency. This did not happen and the decision was made in 2013 for the WHAT collection' to be added to Archway in its current form, acknowledging that being added to WHAT is part of the provenance or history of these records.
