The establishment date of the Christchurch Rehabilitation Office is based on the date the Rehabilitation Department commenced operations, 1 November 1943. The Office was administered by the Rehabilitation Department from 1 November 1943 until 31 March 1954, the Rehabilitation Division of the Department of Internal Affairs from 1 April 1954 (when the Rehabilitation Department was merged into the Department of Internal Affairs) to 31 January 1960, and the War Pensions Branch (Rehabilitation Division) of the Social Security Department from 1 February 1960 [p.74, H.22, AJHR 1960, Volume III].

The Christchurch Rehabilitation Office was established as the Christchurch District Office of the Repatriation Department on 1 November 1943. It took over the provision of rehabilitation services in the Christchurch area that were previously undertaken by the National Service Department, providing assistance to returned military personnel with employment, training and study, land settlement, housing, financial assistance, and other matters concerning rehabilitation.

The primary functions of the Christchurch Rehabilitation Office were:

  • to carry out district investigations and inquiries as was required by the Rehabilitation Board;
  • to give local information and advice to agency departments (State Advances Corporation, Department of Lands and Survey, Department of Maori Affairs, and the Bank of New Zealand) and organisations as required;
  • to be responsible for departmental records in the district; and
  • to receive and administer applications for assistance in education and trade training, for miscellaneous assistance, and for farm grading and training.1

Rehabilitation policy was set by the Rehabilitation Board, and implemented by the Rehabilitation Department and its successors, the Department of Internal Affairs (Rehabilitation Division) and the Social Security Department (War Pensions Branch, Rehabilitation Division), and the Christchurch Rehabilitation Office. The Office was headed by the Christchurch District Rehabilitation Officer, who was responsible for the provision of rehabilitation services in the Christchurch Rehabilitation District. Originally the boundaries of the rehabilitation district included the Canterbury Land District. This was extended to include the Nelson, Marlborough, and Westland Land Districts when the district responsibilities of the Nelson Rehabilitation Office were incorporated into the Christchurch Rehabilitation Office in September 1952.2 The Dunedin Rehabilitation Office was closed c.1956, and responsibility for the Dunedin Rehabilitation District (incorporating the Otago and Southland Land Districts) was also taken over by the Office.3

The Christchurch District Rehabilitation Officer was responsible to the Deputy Director of Rehabilitation:

  • For the carrying out of the functions of the office;
  • For the control and supervision of the office;
  • For carrying out the policy of the Rehabilitation Board in accordance with the Boardā€™s manual of instructions and any other instructions that were communicated to the Officer, within the limits of the Christchurch Rehabilitation District;
  • For ensuring that all persons falling within the following groups received the guidance and assistance necessary for their permanent rehabilitation ā€“ (i) children (that were eligible under the Rehabilitation Act or the Emergency Forces Rehabilitation Regulations) of deceased and totally incapacitated ex-service personnel; (ii) disabled ex-service personnel; (iii) service personnel that were recently discharged from the military forces; (iv) members or ex-members of emergency or similar military forces; (v) any case that the Board considered warranted special consideration;
  • To keep Head Office closely informed of changes in establishment or reductions in staff;
  • For the exercise of any authority that was delegated to the Officer either personally or by virtue of their office;
  • For complying with and ensuring the compliance of their staff with the Public Service Act, Regulations, Manual of Instructions, the Public Revenues Act, and Treasury Regulations and Instructions, the Rehabilitation Boardā€™s Manual and any instructions issued.4

The Office liaised (and the District Rehabilitation Officer was sometimes a member of) with the following committees:

  • Christchurch Rehabilitation Committee - established in 1942, this committee functioned as local advisors to the Board and provided advice on district issues relating to employment, training and study for civilian occupation, land settlement, housing, financial assistance for the acquisition of land, stock, implements, tools of trade, furniture, or businesses, and any other rehabilitation matters that were referred to the Committee or originated from the Committee. The Committee also provided assistance, guidance, and advice to all returned service personnel residing in the district.
  • Nelson, Marlborough, and Westland Rehabilitation Committees - from September 1952.
  • Christchurch District Loans Committee (also referred to as the District Executive Committee)Ā  - established c.1945, the Board delegated to this committee certain authorities to determine eligibility to participate in the preferential quota of State rental houses, and to approve and decline rehabilitation advances and eligibility therefor, for homes, farms, businesses, furniture, and tools of trade, within certain limits fixed by the Rehabilitation Loans Committee.
  • Nelson District Loans Committee - from September 1952.
  • Canterbury District Rehabilitation Committee - created in a restructure of the committees system, replacing the local rehabilitation committees in the Canterbury Rehabilitation District on 1 April 1954. It functioned in an advisory capacity to the Board in general matters relating to the rehabilitation of ex-servicemen and women in the district, as well as advising the Board of any unsatisfactory features of rehabilitation within the district either of a general nature or relating to the administration of an individual case.
  • Nelson-Marlborough-West Coast District Rehabilitation Committee - repalced the Nelson, Marlborough, and Westland Rehabilitation Committees (and other local committees in the Nelson, Marlborough and Westland Land Districts) on 1 April 1954.
  • Otago District Rehabilitation Committee - from c.1956.
