Establishment

The Ministry of Science and Innovation (MSI) was formally established on 1 February 2011 under the provisions of the Research, Science and Technology Act 2010. The Foundation for Research, Science and Technology and the Ministry of Research, Science and Technology were merged to form MSI, which inherited the functions of both agencies.

Functions and Responsibilities

MSI had key roles and functions, such as advising the Government on New Zealand’s science and innovation system, overseeing Research, Science and Technology investment, supporting infrastructure and fostering commercialisation, enhancing productivity, and achieving wider benefits for New Zealand through the application of research results.1

Structure

The Ministry was headed by a Chief Executive Officer. A Deputy Chief Executive was responsible for Corporate Services.

MSI was advised by an Investment Board and a Science Board:

  • Investment Board: was responsible for making funding decisions in respect of business facing schemes, such as the TechNZ investments, the Technology Development Grant and Technology Transfer Voucher, and PreSeed Funding;
  • Science Board: was responsible for allocation decisions in respect of research organisation science funding.2

The Ministry had an office based in Auckland, and one based in Christchurch which was responsible for TechNZ. TechNZ was the Foundation for Research, Science and Technology's business investment programme, which assisted businesses access funding, support and advice.3

Disestablishment

The Ministry of Science and Innovation was merged with the Department of Building and Housing, the Department of Labour, and the Ministry of Economic Development, to form the Ministry of Business, Innovation and Employment (MBIE) on 1 July 2012.4 The functions of MSI were transferred to the Science, Skills and Innovation Group of MBIE.
