Establishment
The Rural Intermediate Credit Board was established on 1 January 1928 in accordance with section 3 of the Rural Intermediate Credit Act 1927. The Act gave practical effect to the recommendations of the Royal Commission on Rural Credits, with its main purpose being to organise rural credit on a sound basis and secure a flow of capital for investment in rural securities at the most reasonable rate of interest consistent with purdent administration.
The first members of the Board were appointed on 6 February 1928:
- Colonel James Jacob Esson, C.M.G., V.D., J.P., of Wellington, Financial Advisor to the New Zealand Government, Chairman of the Rural Intermediate Credit Board;
- Mr. John William Macdonald, of Wellington, Public Trustee of the Dominion of New Zealand, Commissioner of Rural Intermediate Credit;
- Mr. John Brown, of Lowcliffe, Canterbury, Farmer;
- Mr. Thomas Edward Corkill, of Wellington, formerly Assistant General of the Bank of New Zealand;
- Mr. Norton Francis, C.M.G., of Christchurch, Company Director;
- Mr. John Norman Massey, of Puni, in the Provinical District of Auckland, Farmer; and
- Mr. William Waddell, of Wellington, Superintendent, State Advances Office.1
The first meeting of the Board was held on 16 February 1928.2
The Rural Intermediate Credit Act enabled the incorporation of Co-operative Rural Intermediate Credit Associations under the Companies Act 1908. Any 20 or more persons engaged in farming operations could form an incorporated company with limited liability by subscribing their names to a memorandum of association.
Functions and Responsibilities
The principle business of the Rural Intermediate Credit board was to make advances to persons engaged in farming operations, and to make advances to associations established under the Rural Intermediate Credit Act to enable them to render financial assistance to their members.
It was also empowered to make advances to co-operative societies, and carry on the business of discounting promissory notes and other bills of exchange.
Structure
The Rural Intermediate Credit Board consisted of 7 members, including the Public Trustee by virtue of their office. The remaining members, of whom one was required to have had practical experience of farming, were appointed by the Governor-General by Warrant.
The Public Trustee was the principal executive member of the Board, and was the Commissioner of Rural Intermediate Credit. Provision was made for the appointment of a Deputy Commissioner if required.
The Board could appoint Supervisors, Inspectors and other offices it deemed necessary to carry out its functions.

The Board was a body corporate with perpetual succession and a common seal, and was capable of holding real and personal property.
Disestablishment
The Rural Intermediate Credit Board was abolished on 1 October 1946 pursuant to section 3(1) of the Rural Intermediate Credit Amendment Act 1946, and its functions were transferred to the State Advances Corporation of New Zealand. All mortgages, charges and other instruments made by the Board were conferred on the Corporation, and all money owed to the Board at the time of its abolition were to be paid to the Corporation. All other property owned by the Board was vested in the Corporation.
