The Forestry Council was established in 1969 as the Forestry Development Council (FDC). It was a sector council that provided advice on the forestry sector to the National Development Council (NDC).
The Council was set up with representatives of the Government and the forestry industry as part of the consultative planning machinery under the NDC. It provided a forum where problems facing wood growers and wood users could be discussed and where independent views could be expressed on the best method of resolving them.1
The terms of reference for the Forestry Council were:

To keep under review:
- production and planting targets and policy objectives set for the forestry sector.
- the measures and resources necessary for their attainment.

To advise the Minister of Forests on:
- changes which may be required from time to time to the targets and objectives, and to the measures and resources required for their attainment;
- any matters concerning the productivity and efficiency and future development of production forestry and forest products industries (including the multiple use of forest lands) which the Council deems relevant to the continued attainment of the targets and objectives;
- any matter affecting environmental values associated with protection and production forests;
- any other matters which may be referred to it for time to time.
- To co-operate with other sector councils in matters of mutual interest; in particular to provide the Planning Advisory Group with information, forecasts and data requested by the Group to enable it to carry out its functions.2
The NDC was abolished in 1974, and its functions were transferred to the Cabinet Committee on Policy and Priorities.3
On 12 October 1977, the FDC changed its name to the Forestry Council, and its terms of reference were revised:
- To advise the Government on, and to keep under review, the desirable levels and nature of afforestation both regionally and nationally, and the appropriate development of forest industries;
- To advise the Government on the management of indigenous forests;
- To advise the Government on any matter which may be referred to it;
- To provide ways and means for involving and advising the public in the balanced use of forest resources.4
The Forest Council was replaced by the New Zealand Forestry Council, a statutory body set up under the New Zealand Forestry Council Act 1983, on 16 December 1983.
