Establishment

The Wanganui Regional Community Polytechnic was established as the Wanganui Regional Community College on 1 September 1983 pursuant to section 90 of the Education Act 1964 (as amended by the Education Amendment Act (No.2) 1974). A board of governors was set up under the Wanganui Regional Community College Notice 1983, which was issued by the Minister of Education on 25 August 1983 under section 69 of the Act.

Functions and Responsibilities1

The purpose of the Wanganui Regional Community Polytechnic was to provide a balanced range of educational opportunities that enabled students and staff to develop the ability and motivation to learn and reach their potential.

The Polytechnic aimed to offer programmes that had a national and international reputation, while also actively supporting enquiry and service in the local and regional communities.

Wanganui Regional Community Polytechnic was committed to the provision of the highest possible quality tertiary education for the Wanganui region. It aimed to be responsive to the needs of the community and the individuals within the community. It recognised that as the principal tertiary provider of the region it had a responsibility both to provide education opportunities and to assist in the educational, cultural and economic development of the region.

Structure

Board of Governors, 1983-1990

On establishment, control of the Polytechnic was under a board of governors known as the Wanganui Regional Community College Council. The Council was constituted as follows:

  • One member who was appointed jointly by the Patea County Council, the Patea Borough Council, the Waitotara County Council and the Waverley Town Council;
  • One member who was appointed jointly by the Raetihi Borough Council, the Ohakune Borough Council, the Waimarino County Council and the Waiouru Community Council;
  • One member who was appointed jointly by the Rangitikei County Council, the Marton Borough Council and the Taihape Borough Council;
  • One member who was appointed jointly by the Wanganui City Council and the Wanganui County Council;
  • One member who was appointed by Federated Farmers of New Zealand, Wanganui Provincial District Incorporated;
  • One member who was appointed jointly by the Wellington Regional Employers' Association Incorporated (Wanganui Branch), the Wanganui Chamber of Commerce and the Wellington Manufacturers Association (Wanganui Branch);
  • One member who was appointed by the Aotea District Maori Council;
  • One member who was appointed by the National Council of Women from branches within the region after consultation with the Aotea Regional Council of the Maori Women's Welfare League;
  • One member who was appointed by the Wanganui District Trades Council;
  • One member who was appointed by the Combined State Unions, Wanganui Regional Committee;
  • One member who was appointed jointly by the Wanganui Community Education Service Incorporated and the Wanganui and District Community Arts Council;
  • One member who was the principal of the Wanganui Regional Community College and who was a permanent appointment to the Council;
  • One member who represented the staff of the Wanganui Regional Community College and who was elected by the full-time tutors and the full-time ancillary staff employed by the Council and who was a full-time staff member employed by the Council;
  • One member who was a student of the Wanganui Regional Community College and who was elected by students of the college; (ii) The member so elected pursuant to subparagraph was to hold office for a term of 1 year from the 1st day of April until the 31st day of March in the subsequent year, but if on that date the election of a successor had not been notified to the Council, that member was to continue to hold office until the date on which that election was notified;
  • One member who was elected by the governing bodies of the following secondary schools: Patea High School; Rangitikei College; Ruapehu College; Saint Augustine's College, Wanganui; Sacred Heart College, Wanganui; Taihape College; Turakina Maori Girls' College; Wanganui Boys' College; Wanganui Collegiate School; Wanganui Girls' College; Wanganui High School; Waverley High School; and the Wellington Diocesan School for Girls (Nga Tawa);
  • Not more than 3 members who were co-opted by the Council itself, if and when it thought fit, of whom 1 member who could be co-opted to represent the interests of local youth and welfare organisations that were not otherwise represented, and 1 member who could be co-opted to represent the interests of local professional groups who were not otherwise represented.2

Apart from the principal, and the student representative, members of the Council held office for a term of 3 years, and from time to time could be reappointed or re-elected. Members co-opted by the Council could be appointed for terms of up to 3 years.3

A Director was responsible to the Council for the management of the Polytechnic, who was assisted by an Associate Director and Administration Registrar. Academic staff consisted of Heads of Department, Tutors, Course Supervisors, and Tutors Technicians.4

Polytechnic Council, 1990-2002

Pursuant to the Education Amendment Act 1990, the Wanganui Regional Community Polytechnic Council became responsible for the Polytechnic. The new Council was constituted as follows:

Four members who were appointed by the Minister of Education;

  • The Chief Executive Officer of Wanganui Regional Community Polytechnic;
  • One permanent member of the academic staff of Wanganui Regional Community Polytechnic who was elected by the permanent members of that staff;
  • One permanent member of the general staff of Wanganui Regional Community Polytechnic who was elected by the permanent members of that staff;
  • One member who was or had been a student of Wanganui Regional Community Polytechnic who was appointed by the Students Association of the Wanganui Regional Community Polytechnic;
  • One member who was appointed by the Wanganui branches of the New Zealand Employers' Federation, Chamber of Commerce and Manufacturers' Association;
  • One member who was appointed by the Wanganui District Council, New Zealand Council of Trade Unions;
  • One member of the Wanganui district, who was appointed by the Wanganui District Council;
  • One member from the Patea Ward of the South Taranaki District Council, who was appointed by the South Taranaki District Council;
  • One member from Rangitikei/Taihape, who was appointed by the Rangitikei District Council;
  • One member from Waimarino, who was appointed by the Ruapehu District Council;
  • One member who was appointed by the following secondary school Boards of Trustees in the region: Nga Tawa School for Girls, Patea High School, Rangitikei College, Ruapehu College, Sacred Heart College, St Augustine's College, Taihape College, Turakina Maori Girls' College, Wanganui Boys' College, Wanganui Collegiate School, Wanganui Girls' College, Wanganui High School, and Waverley High School;
  • One member of the Wanganui Community Education Service (Incorporated), and Wanganui and District Community Arts
  • Council, who was appointed jointly by these two organisations;
  • One member of the Maori Women in the Aotea region, who was appointed by the Aotea Regional Council Maori Women's Welfare League;
  • One member of the Aotea Maori District Council, who was appointed by the Aotea Maori District Council;
  • One member who was appointed by the Wanganui branch of Federated Farmers of New Zealand;
  • One member representing women in the region, who was appointed by the Wanganui branch of the National Council of Women of New Zealand (Incorporated).5

The maximum term for any member other than the Chief Executive, and the student member, was three consecutive four year terms. The student member served a term of one year.

The Chief Executive was directly responsible to the Polytechnic Council for the management of the Polytechnic.

Disestablishment

The Wanganui Regional Community Polytechnic was disestablished on 1 April 2002 and incorporated into the Universal College of Learning (UCOL), as set out under regulation 3 of the Wanganui Regional Community Polytechnic Disestablishment and Incorporation into Universal College of Learning Order 2001 (SR 2001/406).  The order was made pursuant to section 164 of the Education Act 1989.

The Polytechnic became the Wanganui Campus for UCOL.
