Establishment

The Rural Development Division was established on 1 December 1944 as part of the Department of Agriculture's move towards agricultural planning1.  As well as being responsible for the study of the agricultural aspects of primary production, the Division was also charged with monitoring international developments in agriculture2.

Functions and Responsibilities

The Division was responsible for studying farm management and economics, farm engineering, farm forestry, and rural sociology, and supplying statistical, economic, and technical information on primary production.

It undertook surveys on matters such as irrigation, grass and clover seed production, chilled beef and fat-lamb production, and trends in New Zealand farming. The Division also ventured into the field of rural sociology, with the objective of developing better living conditions in the country. Rural sociologists studied aspects of rural living such as farm home, home management, nutrition and food production, clothing of the family, rural family life, and rural community life3.

Other areas that the Division was involved in were: the study of mechanisation of farm machinery; assistance in the planning and building of farm buildings and other improvements, such as water supply and fencing (in conjunction with the Ministry of Works); and collecting data on land utilisation and land development (in conjunction with the Department of Agriculture - Fields Division). A Statistical Section was responsible for the compilation and tabulation of data produced by the Division's activities. This included:

  • Preparation of special reports on all phases of production
  • Compilation of quarterly statistical statements of primary production
  • Forecasts of live-stock numbers and production
  • Compilation of fertiliser statistics
  • Butterfat production devoted to butter and cheese manufacture
  • Wool-pull returns
  • Live-stock slaughterings
  • Costs of production4

The Division was also involved in the activities of the Organisation for National Development (OND), which was established in 1944 (as a division of the Prime Minister's Department) to act primarily as an initiating and co-ordinating agency responsible for post-war development5. It supplied a secretariat for the Agricultural Development Committee of the OND, and the Division's economists assisted the OND in planning the shift from a wartime to a peacetime economy6. However, the OND was disestablished in 1946, and the Division focused on its remaining functions.

At the formation of the United Nations in 1945, the Division was assigned the task of supplying the Food and Agriculture Organization (F.A.O.) with statistical, economic and technical information7.

Structure

The Division was headed by a Director, who was responsible to the Director-General of Agriculture. Its staff was made up of an Assistant Rural Economist, Farm Engineer, a Senior Investigational Officer, Field Economists, Rural Sociologists, a General Assistant and a Machinery Officer. The Division worked in the districts through the Department of Agriculture's regional and district offices, and research farms and stations.

Disestablishment

On 1 August 1948 the Rural Development Division and the Fields Division were merged to form the Department of Agriculture Extension Division. Both divisions had previously worked closely together, and the merger allowed a wider degree of decentralisation by giving each district Field Superintendent responsibility for local research and instruction work that was undertaken by both divisions8.
