Establishment
The Ministry of Agriculture and Fisheries Meat Division came into existence on 1 September 1972, and inherited the functions of the former Meat Division of the Department of Agriculture.
Functions and Responsibilities
The main purpose of the Meat Division was to carry out functions that ensured that meat, game, game meat, export fish, poultry, and rabbits, and all such by-products, met inspection and hygiene standards and requirements of regulations and directives made under the Meat Act, and (in relation to exports) of overseas importing countries. The Division also ensured that the grading of meat for local consumption was carried out in accordance with regulations and standards under NZS84031. These functions included:
- the inspection of abattoirs and rural slaughterhouses;
- grading of meat for local consumption;
- post mortem inspection of meat;
- monitoring and containment of contagious and exotic diseases;
- preparation of legislation;
- investigation into technical background of all aspects of production, quality assurance, and storage of products;
- the licensing of any premises for slaughter, dressing, or processing flesh products (meat, game, fish, poultry, rabbits); and
- the licensing of game exports2.
The Division was also responsible for the registration of the following:
- meat export premises, canneries, and cold stores;
- abattoirs, rural slaughterhouses, and custom killing premises;
- deer slaughter premises;
- game packing houses and depots;
- fish packing houses, depots, and whole and limited processing vessels;
- by-products and margarine works;
- petfood slaughterhouses and factories;
- casing factories3.
Structure
The Meat Division was headed by a Director, who was responsible for its day-to-day operations (under the section 3 of the Meat Act 1981 the Director was required to be a registered veterinary surgeon). The Director in turn was responsible to the Director-General of the Ministry of Agriculture and Fisheries through one of three Assistant Directors-General.
Regional Meat Veterinarians were based in Auckland, Hamilton, Hastings, Palmerston North, Christchurch, and Dunedin. Under their control were Veterinarians and Meat Inspectors and Graders.
Disestablishment
In March 1987 the Ministry of Agriculture and Fisheries was restructured and its ten divisions were reorganised into four business groups. The majority of the Meat Division's functions were absorbed by MAF Quality Management3.
