Establishment
The Department of Imperial Government Supplies commenced operations on 3 March 1915. It was established in response to the outbreak of the First World War and the need for additional agricultural produce by the Imperial Government of the United Kingdom for the war effort. The initial task of the Department was to take charge of the business details connected with the requisition (also referred to as the commandeer) received from the Imperial Government for the purchase of the entire output of frozen meat for such purposes as determined by the Imperial Government.
Functions and Responsibilities
The main function of the Department was the administration of the requisition of primary produce for the Imperial Government through bulk purchase agreements. All produce was purchased at prices fixed by the New Zealand Government.
Produce purchased and exported on the Imperial Government account included frozen meat (beef, mutton and lamb), cheese, and scheelite (calcium tungstate) from 1915; wool (clip) from 1916; and sheep-skins, hides, slipe wool (freezing companies), and butter (creamery butter, whey butter and dairy butter, milled butter), from 1917. Also purchased were 'Glaxo' (dried milk/babyfood), condensed milk, canned rabbit meat, and calf-skins.On instruction from the Imperial Government, the Department arranged for the supply of meat and wool to the governments of Canada, France, and the United States of America. It also purchased frozen meat for the Meat Trade Section of the British Red Cross Association.
The Department also carried out the following responsibilities on behalf of the New Zealand Government:
- fixing the maximum price at which butter could be sold for local consumption, administering the Butterfat Levy and the Butter Equalisation Fund, and controlling the export of butter and cheese (Order-in-Council gazetted 13 October 1916);
- the purchase of butter and cheese for use in New Zealand military camps and transports;
- the disposal (export) of kauri gum, property of the New Zealand Government;
- administering the accounts connected with the purchase of Australian wheat by the New Zealand Board of Trade (purchased on behalf of the Government).
A fortnightly bulletin was published by the Department, which showed the results of its operations over the preceding period. The Department also prepared monthly statements of a similar nature to the bulletins for the information of all Ministers, all New Zealand Government departments concerned, the New Zealand Overseas Shipowners' Committee (responsible for the allocation of 'insulated tonnage' on ships for frozen produce), and the representatives of the associated banks of New Zealand. It also provided information (by telegraph) to the Imperial Government regarding the stocks of meat held in New Zealand freezing works, as well as other information of relevant interest.
Structure
The Department of Imperial Government Supplies was headed by a Controller, who reported to the Minister in Charge. The Controller represented the New Zealand Government on the New Zealand Overseas Shipowners' Committee.
Senior staff also included an Assistant Controller, a Chief Accountant, and Executive Officers, who aided with the administration of the Department. Other staff members included clerks, Burroughs adding machinists, typists and messengers. Wool, Sheep skins and Hides Valuers, and Inspectors of Wool-scouring Works and Fellmongers carried out grading and valuing duties in Auckland, Tokomaru Bay, Tolaga Bay, Gisborne, Napier, Wairoa, Waitara, Wanganui, Wellington, Nelson, Blenheim, Christchurch, Dunedin, Timaru, Oamaru and Invercargill. The Kauri-gum Superintendent also assisted the Department in the disposal of kauri gum.
Staff from the Post and Telegraph Department and Department of Lands and Survey were also seconded to assist the organisation to carry out its functions. The Mines Department also assisted the Department by furnishing it with storage information and Certificates of Analyses for scheelite concentrates, as well as the particulars of marks, number of bags, and net weight of concentrates awaiting shipment.
It was the policy of the Department to conduct its business along commercial lines.
Disestablishment
At the end of the War, the Department continued to fulfil its contracts to purchase and export primary produce. The remaining contracts for the purchase of frozen meat, butter, cheese, wool and sheep skins on behalf of the Imperial Government were terminated by 1921. The Department's final responsibilities were occupied with the shipping of produce that continued to be stored on behalf of the Imperial Government, and the administration of the Butter Equilisation Fund and the New Zealand Wool Committee (formed in June 1921 under the Wool Industry Regulations).
The last shipment of produce (a consignment of wool) was sent by the Department on 9 September 1922, and the Department's operations wound up shortly thereafter.
