Establishment

The New Zealand Institute for Plant and Food Research Limited, which traded as Plant and Food Research, was established with the merger of Horticulture and Food Research Institute of New Zealand Limited (HortReseach) and the New Zealand Institute for Crop and Food Research Limited (Crop and Food Research). The newly formed Crown Research Institute commenced operations on 1 December 2008.1

Functions and Responsibilities

The Institutes research and commercial partnerships covered a broad spectrum of disciplines and industry sectors - from molecular biology to nutrigenomics, fresh fruit to high value seafood products. Its goal was to underpin the growth of the plant and marine-based industry in New Zealand and offshore through the successful application and commercialisation of research-based innovation.2

Key science areas included elite cultivar development, sustainable production systems, bioprotection and the design and development of new and novel functional foods.3

Plant and Food Research was governed by a Board of Directors, who were responsible for creating shareholder value and ensuring that shareholders' funds were prudently safeguarded. It had a number of functions, including:

  • Appointing, evaluating and rewarding the performance of the Chief Executive Officer;
  • Approving major strategies, budgets, plans and policies;
  • Assessing performance against strategies to monitor both the suitability of those strategies and the performance of management;
  • Reviewing operating information to understand at all times the state of health of the Company;
  • Considering recommendations on key issues such as investments and divestments, restructuring, funding and significant capital expenditure;
  • Approving policies on the management of business risks, safety and occupational health, and environmental compliance;
  • Ensuring that the Company acts legally and responsibly on all matters and that the highest ethical standards are maintained.4

Structure

Plant and Food Research was governed by a Board, which set the organisation's strategic direction and delegated responsibility for the management of the Company to the Chief Executive Officer (CEO). The Board consisted of up to seven members, including a Chair and Deputy Chair.

Senior management was headed by the Chief Executive Officer, who was responsible to the Board. Other members of senior management included (as at 1 September 2009): a Chief Operations Officer, Chief Financial Officer, Chief Scientist, General Manager Strategic Projects, General Manager Human Resources, and General Manager Commercial.

Plant and Food Research had local offices and sites based at Kerikeri, Pukekohe, Ruakura, Te Puke, Hastings, Havelock North, Palmerston, North, Nelson, Blenheim, Lincoln, Clyde, Dunedin, Invermay, and Gore. Overseas offices were based in Australia (New South Wales) and the United States of America (California).
