Establishment
The Fields Division was established as the Fields and Experimental Farms Division on 16 September 1909, when the Departments of Agriculture, Industries and Commerce, and Tourists and Health Resorts were merged to form Department of Agriculture, Commerce, and Tourists1. The Division inherited the functions and activities of the Livestock and Agriculture and Poultry Divisions of the former Department of Agriculture.
In August 1915 the name of the division was simplified to the Fields Division2.Functions and Responsibilities
The Fields Division was responsible for:
- providing advice on field-crops and pastures;
- inspection of rabbits;
- inspection of noxious weeds;
- grading of grain;
- providing hemp-mill instruction;
- grading of hemp;
- control of sale of fertilisers;
- direction of Experimental Farms3.
The Division operated the Bickerstaffe, Waerenga, Ruakura, Arataki, Moumahaki, and Weraroa Experimental Farms,and the Tauranga Fruit-Testing Station.
Structure
The Division was headed by a Director, who was responsible for its on-going operations. The Director reported to the Secretary of Agriculture, Industries and Commerce (the permanent head of the Department).
The staff of the Division consisted of: Clerks; Field and Experimental Farms Supervisors; Field Instructors; Inspectors of Rabbits, Noxious Weeds, and Fertilisers; Grain Graders; Hemp Graders; Hemp Mill Instrucutors; Managers of Experimental Farms; Overseers of Experimental Farms; Overseers and Assistants at Poultry Stations (at Experimental Farms); Orchard and Garden Overseers (at Experimental Farms); and Experimental Farm workers, such as Grooms, Shepherds, Beekeepers, Gardeners, Farm Labourers, Domestic Assistants and Clerks4.
Early in 1917 the positions of Field Supervisor and Field Instructor were amalgamated to form a new position that retained the name Field Supervisor. The new role undertook supervisory functions in rabbit and weed control, together with executive and supervising duties in connection with field-crop experiments and general advisory work with farmers5.
Headquarters of the Division was based in Wellington from its establishment until April 1917, when it moved to the Central Development Farm (formerly known as the Weraroa Experimental Farm) at Weraroa, Levin6.
Disestablishment
In 1918 the Fields Division was dissolved, with its rabbits and noxious weeds functions and staff transferred to the Livestock Division (renamed the Animal Industry Division in 1953). Responsibility for experimental farms was vested in a Fields Instruction and Experimental Farms Branch/Section attached to Head Office7.
