Establishment

The New Zealand Kiwifruit Authority (NZKA) was established in November 1977 under the provisions of the Primary Products Marketing Act 1953, its basic purpose being to promote and advance the interests of the kiwifruit industry as a whole.

Functions and Responsibilities

The functions and responsibilities of the NZKA were:

  • to set quality, grading and packaging standards, and maintaining the highest standards for every aspect of exported fresh kiwifruit;
  • the licencing of carefully selected companies to handle the export of kiwifruit;
  • the overseeing of the international kiwifruit marketing programme;
  • the promotion of New Zealand kiwifruit in all markets;
  • co-ordinating and enhancing the development of the kiwifruit industry.

Structure

The Authority consisted of eight members: one appointed by the Government, two elected by the licenced exporters, and five elected by the growers. It met once a month.

Daily operations were headed by a Chief Executive Officer (Managing Director on establishment). Operations were structured into the Marketing/Promotion, Operations/Field Services, Accounting/Finance Systems, and Administration/Legal/Secretariat divisions. The Authority had offices based in Tauranga, the United States of America (Oakland, California) and France (Thonon-les-Bains).

The NZKA also had a number of advisory committees:

  • Marketing Planning Committee - made up of grower and exporter members appointed by the Authority, this committee co-ordinated all overseas promotion, market planning and market research;
  • Quality Standards Committee - consisting of growers, Ministry of Agriculture and Fisheries personnel and licensed exporters, this committee was responsible for advising the Authority and industry on quality assurance systems and standards;
  • Scientific and Research Committee - this committee encouraged, co-ordinated and advised on priorities for research, and included representatives of the Ministry of Agriculture and Fisheries, the Department of Scientific and Industrial Research, and kiwifruit industry;
  • Packaging Advisory Committee - consisted of representatives of the packaging manufacturers, exporters, and growers.

Disestablishment

In 1988 the Government restructured its involvement in the kiwifruit industry and abolished the system of licensing of kiwifruit exporters. The Authority was replaced by the New Zealand Kiwifruit Marketing Board in September 1988, which was responsible for the acquisition and marketing of New Zealand export grade kiwifruit (other than destined for Australia).
