It took over the Palmerston North District Office of the New Zealand Electricity Department on 1 April 1978, and was restructured on the formation of the Electricity Corporation of New Zealand on 1 April 1987.
Organisation and Structure
Organised along the same lines as the Head Office structure, the Palmerston North District Office was made up of administration, design and construction, operations and technical services. It was headed by a District Manager, whose objective was to ensure that district operation, maintenance, design and construction programmes were planned and executed in accordance with divisional programmes and policies, efficiently, safely and at minimum cost.
The District Manager had full responsibility and control for all the activities of the division within the district, except in the case of power station development design and construction work and system development and operation, which remained the responsibility of Head Office. In the case of new installations, the Operations Division at Head Office would be responsible until it was fully staffed and fully operational. At that stage the District Manager would assume responsibility in maintaining manning and operation standards.
Reporting directly to the District Manager were the following officers:

District Administration Officer - was responsible for the provision of effective and economic administration services throughout the district

District Design and Construction Engineer - was responsible for ensuring that, within the framework of divisional policy, new substations and transmission lines and modifications to them were designed, constructed and commissioned in accordance with approved system plans, overall design parameters and standard design and installation practices

District Operations Engineer - was responsible for ensuring that, within divisional policy, district generation, transmission and distribution facilities were operated and maintained (excluding the maintenance of communications and protective equipment) to provide electricity safely, reliably and economically

District Services Engineer - was responsible for ensuring that, within the framework of divisional policy, draughting, testroom, communications, depot, workshop and general engineering services were supplied as economically as possible to district operations and design and construction sections; to ensure that permanent staff trades and non-trades labour were deployed as efficiently as possible; and to ensure that staff training was carried out as economically as possible and that the level of recruiting was satisfactory.
