The New Zealand Market Development Board (NZMDB) was established in 1986. Its primary function was to foster New Zealand's foreign exchange earnings by promoting, encouraging, financing and assisting activities carried out or proposed to be carried out by a sector group or a combination of sector groups for the purpose of developing overseas markets for New Zealand's goods and services. It also reported to and advised the then Minister of Overseas Trade and Tourism on initiatives required to further develop New Zealand's foreign exchange earnings and other appropriate matters. It had wide powers to accomplish these objectives.
The NZMDB also assisted sector groups or sectors with the formulation and co-ordination of export market development plans and would provide up to fifty-percent of the funds necessary for such activities. It liaised and participated with sector groups and appropriate Government departments in matters such as the promotion of New Zealand's goods and services in overseas markets, marketing activities, and trade promotion fairs.
The Board also carried out appropriate research and disseminated the results of such research, and other trade information, widely. It was also charged with the carrying out a public awareness campaign within New Zealand regarding the benefits and importance of improved foreign exchange earnings.
Responsibility for the administration of the Individual Exporter Programme also fell to the NZMDB, which provided funds to assist individual exporters to pursue overseas market development opportunities through a range of different programmes.

The NZMDB was headed by a Chairman. The Chief Executive Officer (CEO) carried out the duties of a CEO as well as other duties assigned by the Board, and was responsible for the supervision of officers, employees and persons appointed under the New Zealand Market Development Board Act 1986.
Organisationally, the Board was made up of the following divisions:
Sectoral Market Development Activities Division
• Responsible for working with sector groups in developing export market development strategies and initiatives
Research Division
• Responsible for carrying out broad-based research into overseas markets, current (at the time) and potential, designed to provide the analytical and theoretical base upon which to formulate marketing strategies
Individual Exporter Programme (IEP)
• Was responsible for receiving, considering, approving and making grants to individual exporters in order to assist them in various ways to initiate new overseas market development opportunities
Board Secretariat
• Was responsible for; administering the Board’s activities; providing trade information and exporter education programmes; examining the scope for an export awareness campaign within New Zealand; carrying out a trade mission support programme; administering a campaign to remove ‘roadblocks’ to exports; undertaking other activities not dealt with by the other divisions
The NZMDB was formally merged with the New Zealand Trade Commission on 1 December 1988, to form the New Zealand Trade Development Board.
