The earliest mention of staff working in the Palmerston North District Office of the Public Works Department is in the Appendices to the Journals to the House of Representatives in 1872. Probably due to the size and relative unimportance of this office, it is difficult to track the history. According to the organisation charts compiled in appendix III of By Design, it seems likely that by 1896 this office had become a Residency rather than a District office and it was definitely a Residency when the Public Works Department became part of the Ministry of Works in 1947.
In 1946, when the number of administrative districts was reduced from twelve to six, the District Office for the Housing Division was located in Palmerston North rather that Napier.
When the new district of Wanganui was added in 1947, the Palmerston North Residency came under its control.
