The Stamp Office was established as a central government department in 1867. Its function was to levy and collect the duties imposed by the various Stamp Acts and other acts relating to duties payable. Stamp duties were of two major classifications: duties denoted by adhesive or impressed stamps, and miscellaneous duties not denoted by stamps but levied by the Stamp Department. Duties levied by the department included stamp duty on legal documents, death duty, gift duty, Maori succession duty, lottery duty, banknote duty, and annual licence duty. Until 1939, the Stamp Department was also responsible for the creation and printing of postage and revenue stamps.
An Order in Council of 22 February 1867 stated that the Stamp Office in Wellington should be the Chief Office and that Branch or District Offices were to be established in the chief towns of each province, including New Plymouth.
In 1875 a new Stamp Act and new regulations were promulgated. An Order in Council of 9 December 1875 made a clear distinction between the Head Office as the office of the Commissioner and district offices as offices of Deputy Commissioners (New Zealand Gazette p.789).A Head Office register of correspondence from Deputy Commissioners 1876 - 1915 (series 663) records correspondence from the Deputy Commissioner for New Plymouth.
In 1879, the Stamp Department took over administration of the Land Transfer and Deeds Registration Departments, and of the registration of companies under the various Companies Acts. In effect, this meant that the Deputy (later Assistant) Commissioners of Stamps/Stamp Duties were sometimes also the District Registrars of Lands and Deeds, and also the Assistant Registrars of Companies. These positions were sometimes held by other staff in the District Offices of the Stamp Department.
 The Stamp Duties Offices were disestablished in 1952 by the Inland Revenue Department Act. The Stamp Duties Office became the Duties Division of the Inland Revenue Department.
