In 1992, MAF Policy lost its regulatory, standard, and specification functions to the newly formed MAF Regulatory Authority. MAF Policy provided policy advice and decision support to the Minister of Agriculture and the Government.  
MAF Policy provided advice and support in the following areas:

    

    
Policy Services - overview of external and domestic policy and serviced the Minister of Agriculture
    
    

    
Rural Resources - management and disposal of community irrigation schemes, responded to major climatic events and other adverse events, liaison with rural communities, local and regional governments, monitoring the effects of government policies on the rural sector and monitoring the performance of the rural sector
    
    

    
Science Advice - operational research management into rabbits and other pests, pesticides, bovine TB and possums
    
    

    
Trade Policy - undertook research, provided policy advice and analysis for trade issues
    
    

    
Fisheries Policy - serviced the Minister of Fisheries, liaison with fisheries interest groups and industry groups and provided advice on international fisheries issues.
    

On 1 July 1995, the Ministry of Agriculture (MAF) emerged with a new structure and a refined operating philosophy that recognised the ongoing change in New Zealand's primary industries. This resulted in management by an executive committee, chaired by the Director-General. The policy functions relating to fisheries were split off to the Ministry of Fisheries (ACCP).
