Mercantile marine offices were established under the Seamen and Shipping Act 1877.  These offices were run either under the control of a Collector of Customs or a Superintendent of Mercantile Marine.   Duties of the Superintendent of Mercantile Marine included:
compilation of registers of seamen;
facilitation of the engagement and discharge of seamen;
employment of seamen or apprentices for merchant ships; and
inquiries into shipping casualties.
Inquiries into shipping casualties could be made by a a Superintendent of Mercantile Marine, a Collector of Customs or another person appointed by the Minister of Marine. When necessary, formal investigations into marine wrecks/casualties could be held by a magistrate.
Initially Marine Department business was carried out mainly at customhouses and mercantile marine office duties were performed entirely by Collectors of Customs. The Government finally approved the appointment of nautical superintendents in Auckland, Wellington, Lyttelton and Dunedin in 1899-1900.  These superintendents were also appointed examiners of masters and mates, and as well as their duties of engaging and discharging seamen, they carried out any other nautical duties required.  Nautical superintendents were retained in the main ports until 1947, after which time they were progressively replaced by clerical officers (in 1966 the District Administration Officer for Wellington was also the Superintendent of Mercantile Marine).
