[history] => This agency was established in 1995 following the recommendations of a Hillary Commission task force report on the misuse of drugs in sport. The task force recommended that, alongside adopting a National Policy on the Misuse of Drugs in Sport, a New Zealand Sports Drug Authority be established by Statute. The New Zealand Sports Drug Agency Act was passed in 1994 and the New Zealand Sports Drug Agency began operations in January 1995.
Prior to the start of the Agency's operation a stand alone committee of the Hillary Commission had co-ordinated activity on monitoring the misuse of drugs in sport and the Agency took over this work in January 1995. The agency was established as a Crown Entity and governed by a Board which was appointed by the Minister while day-to-day operation was managed by an Executive Director.
The agency was responsible for running the Sport Drug Testing programme which was conducted by a network of independent contractors on the Agency's behalf. A "Sports Drug Register" was also maintained which recorded the names of competitors who had failed to comply with a request to provide a sample or committed some infraction related to anti-doping rules. The agencies other main areas of activity included:
- Education programmes - to provide information and training to athletes and sports administrators around issues of the misuse of drugs in sport and anti-doping regulations.
- Therapeutic Use Exemptions - managing the applications, granting of exemptions and other documentation on the use of therapeutic medicines and treatments. A Therapeutic Use Committee considered these applications.
- Research and Surveys
In 2006 a new piece of legislation, the Sports Anti-Doping Act 2006, was passed which gave effect in New Zealand of the World Anti-Doping Code 2003. The legislation also formally changed the name of the agency to Drugs Free Sports New Zealand, a name that had been used for some time as a branding/trading name for the Agency.
